Managing or Changing Society?


Governance is a process through which decisions are reached and then implemented or not. This does not occur in a vacuum and it is not a simple exercise of following a step by step method. Governance processes are executed within a defined structure, economic model, cultural, temporal and social reality. Therefore, this processes can provide different results but within a determined spectrum, since they are dependent to the systems in it which  they are operating.

Governance is not necessarily linked to government but it is unavoidably the expression of the exercise of power. It may be implemented at many levels and purposes but at the end it necessarily depends on the capacity or belief of yielding power.
